Germany was ordered to set up a climate action plan to ensure the country keeps carbon limits within its own laws by a Berlin appeals court in a suit brought by two environmental groups.

The plan should cover the house building and traffic sectors, the judges ruled. The government can appeal Thursday’s decision.
