Wayne Rooney is the latest Icon to receive an Icon Moments SBC in FIFA 22. The Premier League legend was one of four new Icons added to the game at the beginning of the year, and his 93 rated Icon Moments card is now available to earn via SBC.

In total, the SBC costs just under 700,000 coins, which is far more expensive than the SBC on the transfer market. While it's easy to get fodder cards during TOTS, you're better off just purchasing Rooney's PIM off the market for around 550,000 coins.
